I like to share photos on Facebook and I’m frequently uploading large numbers of images. Facebook compresses these after the upload, but the upload is still very slow. I am thinking of compressing the image files pre-upload, am am wondering if anyone can recommend an upload tool for Facebook which compresses and optimizes the pictures and batch processes the upload?

JPEG files are already compressed so you wont gain much by compressing them.

Broadband upload speeds are always far slower than download speeds, so I think you are better starting the upload before going to make a cup of tea or watching a TV program.
in the bottom right of the Facebok page is a help option.

If you look there it has a whole section on uploading photos, see if anything there helps.
ImageMagick is an excellent commandline image editor.
