Why O'Neill never linked to Liverpool job?

I cannot understand why Martin O'Neill has not been considered for the liverpool job. He has a proven record of working with teams and getting the most out of them. I know Kenny Dalglish is Liverpool through andhe has a through and he's got the passion but 20 years way from the game, Liverpool is too deep a pool to jump head first into.

Now O'Neill is being linked with West Ham who are bottom of the league. I don't want to see him take them out of the relegation zone and end up above Liverpool come May. Why is he not being considered, is he holding out taking on a big club in the hope that he will be considered for the Man Utd position when Fergie goes?
