Strange golf club

I have, amongst some old golf clubs, a short one 33inches/84cm, about the same pitch as a 7 iron, with a leather grip and bearing the inscription; 'Jack Stait' "Runsmub". Does anyone know what was/is its purpose please?

Did Tom Watson blow it on purpose?

From your description I would say it was a chipper, for short around the green pitch and run shots.
