Nuisance Phone Calls

We are registered with the Telephone Preference Service which seems to have stopped most calls. However, there is one very persistent caller which goes on about a Government scheme for subsidising the replacement of old central heating boilers. It claims that this will be a legal requirement by the end of 2016.
The caller identified itself as " National Boiler Service" but refused to give a name or telephone number, stating that the call was from a call centre. We gave what details we had to the TPS but they were unable to track down the organisation concerned.
Does anyone know who these people are or have any more information we could usefully pass on to the TPS ?

A direct complaint to the ICO might be more effective than going through TPS.

Buenchico, my belated thanks for your reply. The reply we received from the TPS states that "Although we have been unable to raise this complaint against the offending company we will make available to the Information Commissioners Office (ICO) details of complaints which TPS were unable to raise against the offending company due to lack of valid contact details." So it seems that your suggestion is actually what the TPS does and that seems to be about as far as we can take things.
You could always makean appointment to let them visit you, then when they turn up you can then tell them to eff off
