While playing Oblivion (PC) I cannot use shortcut buttons or alt+tab

I have a keyboard with a volume knob, play/pause etc, whilst playing Oblivion for the PC I can't use any of these shortcut buttons or even alt+tab out of the program. I thought there might be something in the Oblivion.ini file but can't find it. Is there a way of activating the shortcuts in-game?

I used to find this on many games, when I upgraded to my new PC I could alt tab many of them.
Maybe your PC is so busy running the game it cannot maintain a desktop at the same time?

Sorry, but my computer runs Oblivion very comfortably on max settings. It can play Crysis if that means anything. Thank you though :).
