When did the term stakeholder begin to be used in public services and not solely the commercial sector? It seems to have crept in unannounced over the last 20 years.

its been around for ages. noticed mainly when pfi began.

although it is no slightly outdated by the new term 'strategic partners'.

It used to have the logical meaning of a neutral person who held the money ( the stake) while a bet was resolved. Alas, like so many words or expressions with very special meanings (alternative, begging the question, in the firing line, etc.) its meaning has been diluted and weakened.
I thought this was to do with killing vampires....
