is there a particular greeting that would be appropriate to wish a couple well for their ISLAM marriage -

I am not entirely sure what would be appropriate specifically, but why can you not just congratulate them and wish them well in their future together?

I think if you are not Muslim, an Islamic sentiment might be a bit misplaced.
He has put love and mercy between your (hearts): verily in that are Signs for those who reflect� [Quran: Chapter 3, verse 21] May Allah Bless Your Marriage


They are your garments and you are their garments.� [Quran: Chapter 2, verse 187] May Allah (swt) Bless Your Marriage.

Think about what you would say to a white (oh I hate that term), non-religious couple on their marriage ... and say that.

No, I don't mean, "Oh, you poor deluded fools!" either. ;-)
Go forth and multiply.
Take a goat and slit its throat in front of them, Ive seen that happen in the Middle east, they were so appreciative.
