I mean, we can program them to automate designing processes, but can robots go beyond randomizing designs or replicating/copying designs? In short, can we teach robots to be truly creative?

well we can't TEACH people to be truly creative....
Wouldn't be surprised if computers could do primitive versions already. After all, the job entails assembling images, video, tandext that go together. Tagged libraries and a few rules to enable matching and positioning, and there's a crude designer. After that it's feedback/learning to improve.
They'll never be truly creative in a human sense, but you can build rules and algorithms for them to use as the basis to create original work, such as this...

No; computers can answer questions, but answering questions isn't being creative, computers can't ask questions.
