low wages in south west

My partner tells me that down here in the south west we get the lowest pay in the country, is this true and why? Incidently he works for a well known video store and has a lot of responsibility, i.e banking and is a keyholder, yet is on a pitiful �4.30 an hour.( it was �4.10 per hour when he joined the firm but to increase his pay by 10p per hour he had to take 2 seperate written tests). He stays because he likes the job and there aren't many jobs that pay more down here.
