Viatical Settlement Policy - Anyone have one?

We have a viatical policy which is now past it's expected 'maturity'. When we took the policy out our financial advisor said the only risk was the exchange rate. Now rules have changed and we have had to pay an annual charge. Is the financial advisor liable? Does anyone have/had one of these polices?

I can't see that a financial advisor is liable in the event of a change of rules after you bought the policy, if that is your question.
