Im needing to do my own measurements for this lovely wedding dress ive seen but Im not quite sure on how I so a certain measurement.

How do I measure for a dress that is a puffy out one like a ball gown style as once the petticoat is underneath it will obviously make the dress shorter so how do i measure this without it ending up too short.

The person who will be taking my measurements is not sure either.

Assuming you are having the dress made: be sneaky ! Make an appointment with a bridal shop to try stuff on, find a dress which fits and suits, and just get out your tape measure in the changing room .
With the curtains shut.

Depends on how puffy the petticoat will be, depends upon the length needed for the outer skirt, could range between 1 inch to several inches I'd imagine.
