Could anyone tell me what I should be looking for to make sure I buy a 'decent' telescope? My partner has always wanted one and it's his birthday in a few weeks time so I'd like to buy one.

Most important is your budget. If you're sure he does want one I'd suggest involving him in the decision, rather than trying to make it a surprise. You may find he knows what he wants but is put off by the amount involved.
