Is this correct? A millimeter of water over a square meter equals 1 liter.

By definition, 1 litre = 1000 cubic cm A block measuring 1 mm x 1 m x 1 m has a volume of 1000 cubic cm ( 0.1 cm x 100 cm x 100 cm = 1000 cubic cm), so yea you are correct.

Yes: one cubic metre = 1000 litres.
