I would go for too. couple mentioned appears to be two but the answer is directed to as well, which would be too

It reads slightly better as (couple mentioned) (as well) = too

but, as you have identified, it could just as easily be (couple) (mentioned as well) = two

were it a competition, I would go for the first one, but that doesn't stop it being a poor clue.
