As far as I can tell, the Telegraph clue is correct.

another clue was incorrect a scapular isn't a cloak, its what is put over the head and two strips of cloth that hang down back and front over the monastic habit, a cowl is a cloak worn by religious.
The clue might have been technically correct, but it was misleading - or, if you like, woolly.
