Bit of a shot in the dark ..but.. but a zombie was Canadian Slang for an army conscript assigned to home defence during World War II.
The word zombie is from Caribbean French.
embusque might be the word you're after
Chambersdefines it as 'a person who evades military service' (it doesn't mention obtaining a government job though)
