Good day, a puzzle by Radler with some tricky clues for which I am seeking some answers to hopefully go on to crack the riddle. Thanks in advance!
( Preamble: Five answers in the completed grid can be arranged to form a well-known riddle. Find an answer to this riddle in the grid.)

Thanks, Matakari - I should just have changed your original wrong spelling! Your W in 1 Across seems to be wrong - 4 D looks to start with an O.
Matakari, I've noticed a few more mistakes in your letters...
20 A, I D, 3D, 7D - along with your 1 A.

This was quite tricky - and good fun, eventually!
This might be a peize-winning puzzle for you, Matakari. I see you don't need all the answers, no completed grid... just the solution to the riddle. Once you've seen a couple of pertinent words in the grid, you should be able to ... remember the riddle* or work out the riddle.
* I think I heard it at school.
The riddle's quite easy but the clues aren't.
1 - a rock star's (Petty) first name + outside letters of next word + 3 letters for 'file'/rank - your 'w' comes last
20 a medical condition anag ON BRITISH + C(ompliance).
1d 3 letters for 'better'/beat + 3 letters for a 'still' (photograph) ['sharing' the same 'p'] your 's' is wrong.
3 'Consider more' is the def - 4 letters for 'sleep' (minus the last one) about an Americanism for backsides/'seats' - your 'h' is wrong.
15 'i' for current + 4 letters for 'speed' around RIT(ardando) 'slow'
4 'Protection' in the bedroom minus 'm(oney)' - 'flat' is an American apartment.
7d is a Rugby formation (4+3) with the parts swapped (3+4) for the def 'draft'/sketch.

Good, Matakari. I'm afraid I thought the shortcut - seeing the riddle - would suit you better! Still, the explicit parsings should give you a mega-boost now...

Thanks, ProfessorMaisie! While I’m keen on finding the riddle, I also want to seize the essence of Radler’s clues which are so intriguing and so different from those of the Spectator's setters. I understood the parsing for all except 1(d) and (3d) for which I would like the answers. And once again, hints for the following would be appreciated to challenge me, thanks.

8 Shocking example of royal getting round in (9): ??E?G???S
17 Gets up awkwardly turning left into hotel rooms (8): ?H???E?S

PS: For 1(D) I now have: T?E??
and for 3(D): R?R???S?
Matakari, you still have mistakes in 1,3, 6,7 and 8...
You've obviously entered some wrong answers, matakari - this is what you should have -
1d T?P??
3d R?A???S?
6d ??T?C? (an anagram minus 'g')
8d ??R?G???S ('example' is the usual 2 letter abbrev + a 6 letter word for 'royal' around 'O')
17 is a word meaning 'get up awkwardly'/scrambes with the 'L' changed to H for 'rooms'.
