Clues run together with a redundant letter separating them.
I have taken out those letters.
Since the left and right grids can be interchanged, not sure if I have them correct. at 11a, I have answer beginning with I on left.

First part of 7.
Retiring Hoy’s to set things in order before counter (5) ??DER

Second part of 17.
topping tear supply getting something in the eye (6) ?ETI?H Fetish?

ADDER (on the left) REDD = Scots (ie from Hoy) 'set things in order' + A(nte) = 'before' [all reversed] 'counter/b/last' - 'b' extra.

extra 's' from 's/topping' = hip/fashionable (I think) so it's IN in an anagram (anagrind = 'supply') of 'tear' = RETINA
You've got your answers on the wrong sides, hankir (at 11a the 'I' answer goes on the right).

Scottish words including one at 2d are hard.
I also spelled 10d wrong (AH instead of HA), so could not get Retina.

I don't know if the grid has to be changed in any way.
If it is Sunny now, it was rainy before.
I read the song but 12 letters did not jump out.
What preceded the phrase in the top line is what's written underneath the grid, hankir (it's also 6-6 but it isn't in the song lyrics).
...onomatopoeia?
