Is It Illegal To Travel To Scotland?

The guardian has stated that there is a draft paper published making it illegal to travel to Scotland.
Looked on the Scotland government site and it doesn’t say that just advise against it.

I heard on LBC this morning that people are being confined to their areas upon threat of a fine, and if a takeaway is ordered, it should be ordered from the area in which they live to avoid the deliver driver getting fined.
The woman's on a ***-with-power crusade.
Why not just say we're setting up ghettos - I wonder when the first pogroms will start!

Scots can leave the country - or their locked down area - to feed an animal, donate blood or take a driving test.
Exemptions to the travel ban also apply for more common essential travel reasons, including for health, work or for school.
