Possibly the 'protective custody' would include him not mixing with Muslim or Asian prisoners, but the authorities thought him safe being with white inmates.

Obviously the authorities cannot legislate for a new inmate allegedly behaving in a manner not befitting their status, or rather lack of it.

Not mine - I believe in the rule of law, which does not extend to inmates receiving punishment beyond that deemed appropriate by the judiciary, which in this case, is incarceration, not incarceration and random assaults.
entirely agree, andy. The authorities should be protecting all prisoners.

Because it is 'expected' as you put it, does not make it right.

No prisoner should 'expect' to be assaulted, regardless of his or her conviction - the penalty is incarceration, not assault.
Where's the phalanx of white storm troopers when you need them?
Glad to hear it did not happen, all prisoners should be able to serve their sentence unmolested.
Regardless of the reason a prisoner is in gaol, he should not be subjected to punishments meted out by prisoners.
