The centre of the wheel has the roman numer L which represents 50.
The 4 spokes have numbers on them and each line can be moved so that the numbers all total 50.
The first line has the numbers:-19,20,21,13,10,1.
Second line:-6,5,17,12,2,39.
Third line:-10,7,16,8,22,15.
Fourth line:-3,23,0,18,9,4.
The lines go around the wheel.
Any ideas?

Am I reading these correctly?
If I understand the problem correctly then line up the numbers as shown below
1 19 20 21 13 10
39 6 5 17 12 2
10 7 16 8 22 15
0 18 9 4 3 23
Each set of 4 numbers totals 50
