For 19 there were groups called Teh Passions and The feelings but neither were Motown. It might generate some ideas though

Patrice Holloway and Jimmy Ruffin make perfect sense now I look at the clue again.

The Emotions started in the 60s and had only a couple of UK hits- Best of My Love in the mid/late 70s and (with Earth Wind and Fire) they had a hit with Boogie Wonderland. They were with a number of labels and although they were an RnB/soul/dance band I wouldn't have associated them with Motown- but it seems they did spend some time on the Motown label

Although I suggested Patrice Holloway for 20 I'm still not 100% convinced. I'm not sure why the clue says "One's sister". Is the answer to Question One relevant here?
