Please can anyone help me solve this anagram puzzle?

I have been given the following number plates:

UE 14 ETT
NH 09 ASR
SE 09 BUS
CI 14 ENO
RT 22 UQE
AT 27 MOR
MB 05 ELD
BA 10 NOC
LF 06 CAE
EE 10 ART
AN 17 SLA
TR 27 FTC
RE 05 EBM
ES 19 ESR
PO 17 UNH

The instructions simply state that the number plates have to be re-arranged to reveal a clue and a method of solution.

I have managed to find out the words which are made up by the letters on the right hand side and they are: EACH, NUMBER, SECOND, LETTERS, A, EQUALS, ONE, SUBTRACT, FROM. I may not be right with this assumption.

I am now looking at the letters on the left hand side to see if they make any link words so I can solve this puzzle. I am totally lost and my brain has gone on strike :))) Any help is most appreciated.

Word unscramble is on extreme left reading down
Instructions might read;
Subtract from each number, second letters. A equals one.
E.g. for UE 14 ETT subtract E(5) from 14 giving 9 (I?)
Unfortunately that would mean RE 05 EBM meant subtract E(5) from 05 giving zero! So I may be on the wrong track. Food for thought anyway

Thanks for that link grasscarp. It seems I was wrong to point out that the same post appeared elsewhere - on the same day - and with exactly the same wording. Even this is identical.
