Hi, just back on here.
I think this last one is Swanee (part anagram of news, and there is a swanee whistle another name for a slide whistle).
I'm thinking of orders, reverse...

Hi boxtops, I was thinking on the same lines. However, this is the best I can do. Order can sometimes also mean it could be an anagram. If we look at the word Victorian, I can make the river Acton, and the place Acton is also within London I believe (a victorian city). Also, you ACT ON an order.

I like Swanee - many thanks. One thought I had a day or two ago for "Order is brought back etc" is EBOLA. OBE reversed plus LA, a city. Ebola fever is named after the Ebola River, a tributary of the Congo. However, I don't think this is the answer - no connection with Victorian as far as I can see and it doesn't fit the structure of the clue anyway. Thank you for your continuing thoughts.

A couple of thoughts -

no turning back = "on" as last two letters, with "ill" in there somewhere. But doesn't seem to work.
