Regent was my suggestion as well.

that's what I was thinking too,.. but don't think it fits the clue that well, as it refers to somebody who rules on behalf of a monarch,.. and this just says 'someone else',.. thought it may be a legal term they were looking for
Have a look at http://dictionary.reference.com/browse/regent - it does fit other meanings as well.
