Hard House Music Question - No Way To Escape

I have a mix tape with a very euphoric dance tune on it. I know nothing about this tune but when it breaks down, a womans voice that says, "There is no way to escape." I bought this tape from a market stall in around 1999 / 2000 and it has no track listing on it. Does anybody know what the tune is called or who it is by?
