I don't understand this part of the preamble.

Try some of the normal clues first, then see what fits your crossers for the 37 special ones
35d (one of the specials)is an anagram then 2 letters need to fill in to make an 8 letter word...

Think of the grid as the shape of a particular country. 37 abbreviations of places in that country are roughly located in the grid in the position that they are in the country if they are on a map!
