I'm stuck on the following and some answers/hints/with parsing would be appreciated. Thanks in advance. A correction has just been made to the preamble in this puzzle.
ACROSS:
16 Be incumbent on one pursuing a false statement (5, two words) : LA?ON
19 A posh cop-out from time to time for an amusing person (5, two words): ????T
23 Not once initially working, that is as recent arrivals (6) : ?E?IE?
25 Balmoral's enclosure planted with woody perennials (4) :O??D
28 Nerve centres principally managed over time by men are almost worry free (10, two words) :M?TO??R???
DOWN:
3 For Spenser, equally readily using further onions occasionally (6) : AL????
9 Son pondered about base way of escape through hedge in the country (6) : S?????
21 Kelp's tawny brown in ocean gale (9, two words) : ???T?????
24 Ultrabasic igneous rock's Old English location (8) : ??X???T?

28 mot or are eas (e)?
First e in brackets too.
21d. Sea tangle?
16 - your 'a' should be 'i' - def is, to repose, and you need the first 2 letters of 'ON(e)' - ['e' is extra].
19 alternate letters from - 'A p[o]sh cop-out' [minus the 'o']
23 'not' is NE (archaic) and you need the S from '[a]S' ['a' extra]
25 take the initial [extra] 't' away from a word meaning 'planted with woody...' and your 'o' should be R.
28 pixie374 has given the right answer but the extra is 'y' - 'worry free' = eas[y]
3 further = ALSO + alternate letters in 'on[i]ons' - 'i' extra
9 take the extra 'd' from the end of a word for 'pondered' - with E inside.
21 TAN inside a word for 'ocean' + anag 'g[a]le' ['a' extra].
24 take 's' away from [s]ITE = 'location'.
...24 starts with the obvious Old English (tribesman).
Thanks for the tip-off regarding the error message, Matakari. That is a bad mistake!

Thanks, ProfessorMaisie! Got them, except 9, the word for "pondered".

...the answer is an odd (dialect) word for a means of escape through a gap in a hedge.
