I don't get it. There is a definition of sorts, but no cryptic clues about how the answer is derived. What crossword is this? General knowledge?
It's a half hearted attempt at a double definition.

And it tells you it's the RTE crossword.
Scott Free. /Got Away With Murder.

Both mean to escape punishment.
I don't know what RTE means. And, I missed the Scott Free part of the clue.
It's the Southern Ireland Radio Times (ps not quite up to The Listener standards).

ellie, in French 'fada' means 'nutty' or 'dotty' I thought for a moment that you were being rude about Irish people. (Don't worry, Noel Murphy was one of my old pals, and he wouldn't have taken offence enough to sock me one.)
