Is the phrase "a whim of the moment" a valid remark or is it tautology? Please advise.

saying the same thing twice by the look of it.
Was that the answer to a clue or part of the clue itself? If the latter it may just be part of the wordplay
Does not 'whim' and 'of the moment' mean the same thing? I think this a direct question and not a crossword etc.
