34a is FOREMEN ('overseers') without FO (Foreign Office, 'diplomats').

In 11a ROUGH DESPERADO re-arranged ('broke') can make SEE HARD-UP DROOG.

Thanks Spoffy. That just leaves the first letter in 24d. Is it a c or a d - neither makes any sense to me!
The wordplay involves a word for pieces (as in chess) being contained by an anagram ('transposed') of ETC. Regarding the definition, see lute[2] in Chambers).
