Missing some and would like some explanations please.

12a Economist said to be making money in his own country no longer (5) I have ??R?S so I think it's Euros, but why?

13a Possibly watch male entering bank (5), T?M?R, I think it's timer, but why?

5d Country without any end or beginning (4), ?E??, no idea.

9d Parliament providing plan for consumers (4), D?E?, I think it's diet, but why?
