20.20 does not explain enough. Is AS supposed to be an abbreviation of ‘all sections’? Really? And ‘united in study’ is supposed to indicate Perusal with the U removed? If so,whoever compiled this crossword is a ****

My parsing was wrong, not a+s, AS for "all sections(insurance)" according to Chambers.
..which makes the clue OK, doesn't it?
