The object is to find a French Commisionaire and I have JULEYS MAIGRET. The
"MAIGRET" is correct but I've always thought the first name was "Jules" without the "Y". Is this a mistake? From the crossword's point of view, the "Y"
is correct, but is this a mistake?

I have exactly the same answer as you. But it's supposed to be Jules Maigret! They must of made a mistake. So I have written their answer and in brackets the correction, then put a note at the bottom explaining they made a mistake!

They have made another in the latest issue (104) in identifying the country associated with an emblem. They show a palm tree with crossed swords (scimitars) beneath it. It is clearly Saudi Arabia but the number of circles isn't enough for the answer! I suppose errors do happen. Enjoyable magazines non-the-less.
