Obliterate Part Of Picture

I have a picture where I have a need to obliterate/pixilate part. Can I do this with GIMP or another software which may be downloadable for free?

Simply select the relevant area (e.g. by using the lasso tool) in GIMP and apply the required change to that area only. (If you want to change the area around part of the picture, select the inner area and then right-click on it to use the option to reverse the selection so that you can apply the change to the outer area).

The foregoing is based upon Photoshop (which I use) but I've played with GIMP on someone else's computer and I'm confident that the procedure will be the same.

Trouble is the extension changes to .xcf. I don't seem to be able to change it to a jpg file using Format Factory. Therefore I know I've done the job (thanks for the help) but I can't print/email etc. the results.
