Can anyone confirm that 20a Occupy moor is (or is not) tie up. The letters I have are T?E/?P if it is correct where is the reasoning? Thank you.

That sounds good - to moor a boat is to tie it up
Double meaning as in to moor a boat.
yes it is
Tie up ( double meaning to be tied up and to tie up a vessel)
