Can anyone tell me where the phrase "Slowly, slowly, catchee monkey" comes from?

It's usually spoken as if someone, perhaps Chinese, is speaking pidgin English, having first appeared in print in a book of quotations published in 1907.
It is just a proverbial phrase recommending caution and the gentle approach as the best way to achieve an objective.
I should have added above that it usually appears as 'softlee, softlee' rather than 'slowly, slowly'.
...from which the title of the popular 60s police drama originates.
