On the off-chance that this is a genuine question - few and far between at the moment - the earliest reference in those exact words is probably a quote from Harold Macmillan, the then Prime Minister, in 1959. It also appeared as a headline in the 'Daily Mirror' in 1968.

There are, of course, similar proverbial statements, such as "enough is as good as a feast" - which mean the same - but they're not in the exact words given.
