Hey! Can I just ask, could any one explain the meaning of this quote to me?

well... I guess... he's saying eternal love, unlike everything else, won't be affected by time, change... etc (not quite sure what the differences between fate, occasion and chance might be, but presumably they had more clearly distinct meanings in Shelley's time).
