Hi tobergill,
according to the Penguin dictionary of modern quotations, the saying is a 1920's advertising slogan of the American Florists. No particular person is accredited with it.

It was alsways used on the Interflora adverts, though not sure if they originated the saying
I think its an interflora thing that was in an advert years ago and has just stuck
