For all they know, if he was carrying petrol, he too may have been looking to fill his tank up. There was a tanker driver on Jeremy Vine t'other day who said he was having the same problems as anyone else in finding petrol. Vine asked if he couldn't just syphon off some of his cargo. The guy pointed out that would be stealing.

Being a pedant, Caran, I'll also point out that a tanker full of petrol isn't going to be much use anyway to a tanker driver who needs diesel for his own vehicle ;-)

I'd figured that as you were helping Caran with the parking fine at the same time but it tickled me as today has been such a day for mixed up names for me!
I was to be invited to a Whiskey tasting evening but the wrong person with the same name as me was invited by mistake.... :-(
