Not quite sure what you mean by "pay a financial loss" - to whom? Are you suggesting that if US Tourists don't come to Britain, Scotland should indemnify the rest against any losses? How would you calculate it and how would people put in claims for compensation? I can't see it myself.
A man found guilty of murdering 270 people released on "compassionate" grounds.
Someone explain to me how he deserved it?

In other words, will the Americans say, well this is what we think of your Scottish Law & visit & spend elsewhere.
OK - understand - will Scotland SUFFER a financial loss. Depends if there is a big campaign in the US. I suspect there are so many US citizens with Scottish antecedents who want to visit the "old country"that it won't make a big difference.
