The Tories have put out a comment on the Hostpital cleaning problem in which they say ''Some Trusts are dipping into existing budgets.'' Wot? Is this a leading Political Party? What does it mean? As oppsed to Non-existing budgets ?

i have been working in a hostpital for about 3 months doing plumbing work,In there wards. yes they have a cleaner but so far all i have seen is the cleaning lady sweeping the floors and give it a wash no walls or doors or door handles ?

The meaning of the statement that ''Some Trusts are dipping into existing budgets" seems clear to me. On reading the statement I would assume that the government had promised to provide specific funding for a cleaning programme.
The following statement by theTory shadow health secretary confirms this:

"It is appalling that Gordon Brown has broken his promise to fund it and now the local NHS has ended up footing the bill," he said.
