I have it on good authority that there are actually 4,002.
No. John Lennon saw a newspaper story about there being a lot of holes in roads generally, and used the idea in the song "A Day In The Life", but the number 4,000 and their location in Blackburn have no significance apart from sounding good in the lyric.
