It seems that when you add Islam to backward nations with less developed cultural outlooks (Pakistan, for example) you end up with a large amount of men who can see no wrong when they behave like this.

Denying it's cultural is enabling it.  It is cultural and the sooner the authorities acknowledge that the better.
