It's good that Labour is coming up with ideas; there is a feeling that they are actually trying to improve the country. Of course, their enemies simply sit back and slag them off without making any positive suggestions  -that's politics.

There are already small differences based on region.

So if you are in the "wrong" area you pay through the nose to subsidise those getting a lower price in their "approved" area ?

I would agree - even in the 70s, winter of discontent, nationwide power cuts, proposed petrol rationing, etc. folks weren't as disconsolate or as sceptical of goverments' ability to "fix things" as many seem to be these days.
