The reason there's a delay in Boris' statement is that they are still trying to tie the tripwire to the gates of Downing Street and the other end to Number 11. Cue the flags held aloft and for him to be stranded half way between.

I disagree with all Steve Barclay's views crapatcryptics but watching him earlier today he certainly interviews well... certainly best option for the right I would think!

He is apparently making a statement within the nxt 20 mins saying that he is standing down as leader of the Conservatives, but NOT as PM.
