These powers are Draconian and should only be used in the most serious circumstances. But it seems, if Scotland's idea is accepted, they can be used on ministerial whim.

I agree with just how dangerous this - and this coming from someone who doesn't appear to be squeaky-clean as to SNP funding and project investment at the moment.....She's overstepping 'the Principles of Liberty' and this, I hope, will be fought from within and out of Scotland.
