Yes it is damning.

What happens to Hancock depends on Downing Street’s response. If they deny Cummings’ testimony and try to bluff it all out, then they will attempt to save Hancock at all costs.
It has been this Government’s MO to ignore awkward questions, and carry on regardless.
I was listening to part of it, but he makes me feel queasy.

even more crackers is that he was his close advisor, does he take no blame for his mistakes at all.
"Rat" as in disgruntled informant, e.g. of the Mafia. Someone who was expected to keep quiet about the activities going on that were hidden away from the general public, but squealed. Is that what you mean?

he said, if he was Prime Minister he would have done X. well he's not, and has indeed shown himself to be a not worthy employee of the Government. I am watching it on MSN News, but it going to be a long haul, not sure that i can watch all of it......
if he was so disaffected, as he is claiming, why did he stay so long.
To be fair, I bet Boris did say some of the things that Cummings is claiming, I can't see him making it all up, but let's face it Boris is human and probably will say 'controversial' things in private.

this is the truth according to DC, how does anyone know that what he says is correct, he has a huge axe to grind, and he's doing it willingly.
