Tony - you could also argue that unscrupulous instructors would pass their pupils "for a small fee".
You could also argue that school teachers are open to the same criticisms. They were talking about zoom lessons the other day and one teacher was saying she'd heard parents whispering the answers to children to make them look good.
As a former Approved Driving Instructor I would definitely not want to examine pupils so will not be signing petition.

Tony - absolutely not a good idea. I'm not in favour of exam-less grades for school pupils either for all the same reasons.

You could argue, of course, that an instructor who spends many hours sitting with a pupil is in a better position to assess a driver's skill than an examiner who sits with someone for less than an hour.
It'd by like coaches awarding Olympic medals.

Maybe bhg, when I was learning my driving instructor new all the routes used and we practiced on them + some serapticilly placed matchsticks in rear window rubber to aid reversing round corners. I passed at first attempt, but had been driving with my Dad on private land before old enough for provional licence for a few years.
